The documentation should be published after a release has been tagged.
There are two separate sites to publish:
This is done with the following command within the release checkout, first from the plugins subdirectory, then the site subdirectory:
mvn site-deploy
Note: It's important to do them in this order so that the generic plugins index page will get overwritten by the correct one in the docs for this version.
After this succeeds, the documentation will be available in Subversion under https://npanday.svn.codeplex.com/svn/docs/1.1/ (where 1.1 is replaced with the version of NPanday). This will not automatically propogate the results to the http://www.npanday.org/docs/ website, however - for this, request that it be done by one of the developers with access on the discussion forum.
