The xmlgraphics-commons JAR comes from the Apache XML Graphics project, the
parent project of Apache Batik:

It is licensed under the Apache License v2.0 just like Batik itself.

Apache XML Graphics Commons contains various components used by both
Apache Batik and Apache FOP.
