* docs/stdlibref/frames-banner.html: Replace background image
with a regular image in a table cell to avoid ugliness when
scaling page.
* docs/stdlibug/frames-banner.html: Ditto.
* docs/stdlibref/index.html: Increase height of top frame to
accomodate moving image into table.
* docs/stdlibug/index.html: Ditto.
