launchpad/testing-war: don't perform license checks in the sling directory
This seems to indicate that the war tests were not executed for a long time,
more precisely since r1722720, which upgraded the parent pom from 22 to 26.
Since the rat checks were made default in parent 23, since at least
January the 3rd this module was unbuildable.
