* publish/doap.rdf: Update the version to 1.3.9.

* publish/download.html
  (Source tarballs): Adjust download links and SHA1 checksums.
  (Verifying the Integrity of Downloaded Files): Use serf-1.3.9.tar.bz2.asc
   as example how to verify tarball.
