On the '1.3.x-r1909252-group' branch: Merge r1909433 (Treat warning C4013 ('function' undefined; assuming extern returning int) as an error. We rely on OPENSSL_NO_STDIO to prevent using _fp() APIs from OpenSSL, but they still can be linked without a definition [with a warning], so let's make sure we treat that warning as an error.
