README for sandbox/atomprotocol/lib

This directory contains a copy of ROME and the ROME Fetcher that has been 
modified to support Atom 1.0. 

The ROME code is from ROME CVS on November 11, 2005i
The diffs are in rome-08-atom-10-20051111.patch
