MSANDBOX-51 'import' StringUtils.java
This class has a long Apache history.
Originally taken from the Apache Jakarta Turbine project
and extended by lots of methods from other ASF projects like
Velocity and commons-lang and forked over to codehaus plexus-utils.
At codehaus only a minor part got added and only by ASF committers.
I also fixed a few JavaDoc pieces and did some bugfixes/improvements like
using StringBuilder instead of StrinBuffer and stuff.
