TODO list:
   - HTTP headers with "a b transformation c d"; more tests
   - document the neko and saxon options
     used by default.
   - things raised by tests below.

   - fully implement security section
   - refactor license stuff, to separate content from
     rest
   - track down right way to do scroll-to-the-top in license
     stuff, rather than the current hack
   - move to openjena webserver broke a few tests that relied
     on advanced server function that is either not enabled, not accessed
     or something.
