Maven build and site fixes.

* Added scripting in maven.xml to copy xdocs and release-notes.jsl to source
distribution so maven build will work for the source distro
(if the user makes commons-build available).
* Added custom Issue.xml page including more / clearer info.
* Added urls to dependencies and change to artifactId/groupId instead of id
per Bz# 37011. This makes it easier for maven 2 users.
