Bring JXPath Maven1 build and site/docs up to date with current practicea:
- remove dependency on commons-build
- create checksums
- source distro unpacks to different directory
- correct mail archive links (from eyebrowse)
- include NOTICE.txt in jar file
- add "building" page
- add improved "source repository" page
- add improved "issue tracking" page
