This is abandonware. Its sole author decided not to make the world a more painful
place. He recommends using Anakia (http://jakarta.apache.org/velocity/docs/anakia.html)
instead. See harmony-sample/README.txt for the details.

Note the same is not true for the XHTML-based DTD (both as an idea and wrt the actual
DTD file itself). Hopefully that still has a bright future ahead of it. (One TTD would
be to replace Anakia with Velocity DVSL and put DTD validation in front of it.)
