Checklist for adding a new TLP:

* create the RDF file in data_files/
* link to the RDF file in pmc_list.xml
* update xdocs/create.xml if necessary to update the list of PMCs
* create the DOAP somewhere in the project SVN space
* add the DOAP location to files.xml
