Remove again dummy/empty MANIFEST.MF files again which were only added as workaround for Eclipse WTP which otherwise would create them automatically.
As we don't need to use Eclipse WTP anymore but can instead use plain cargo + Eclipse FileSync plugin, the need for these dummy MANIFEST.MF files is largely gone.
Furthermore, the Incubator release guidelines explicitly warns against incorrect/substandard manifests, see: http://incubator.apache.org/guides/releasemanagement.html#jar-manifest
