Move borderSkin out of the global selector and into the mx components that need it.

The borderSkin attribute was moved out of framework's defaults.css so framework does not always bring in sparkskins.swc. This was done for mobile but this will also improve RSL load time as sparkskin's RSL will not be needed for pure Spark applications.
