Falcon: Added <uptodate> logic for messages_en.properties and the various JAR files. Added an 'sdk' target. The 'main' target no longer does a clean because eventually it will be totally incremental and do nothing if nothing needs to be done. The 'main' target now builds the sdk and the Javadoc (and, at the top-level, runs the tests).
