a fix for  AMQ-769 to allow the MessageGroupMap implementation to be specified via a policyEntry

so you can specify something like this...

    <destinationPolicy>
      <policyMap>
        <policyEntries>
          <policyEntry queue=">">
           <messageGroupMapFactory>
            <simpleMessageGroupMapFactory/>
