Revert "replicator was getting stuck on push replication to design docs by non-admins. this fix is a bit hackish but makes replication work. once the new_replicator is in place this hackish fix will not matter, so for now it is a good solution." This reverts commit bbdce1780b71840abe3197422d697048e708146b.
