This will hopefully become a webapp-based interface to Latka.  It will serve as a more flexible alternative to the command-line interface.

In time, this code will be checked into the Latka project in the Commons Proper.  It's currently in the sandbox because it will probably rely on some experimental taglibs in the Taglibs sandbox.  Taglibs committers may also work on this webapp's development.
