New image loader framework (see docs for details)
Includes an implementation of Dijkstra's shortest path algorithm and a few helper classes (MimeConstants and UnitConv) transferred over from FOP.

Copied new image loading framework from FOP here as org.apache.xmlgraphics.image.loader.
Changes in the process:
- Added a work-around for a bug in Java 1.4.2 ImageInputStream.readUnsignedInt() (in PreloaderEPS)
- Removed all remaining dependencies on FOP.

Note: this adds a new dependency on Apache Commons Logging (and Java 1.4).
