converted commons into a maven multi-project, yes, you can edit/compil/run each sub component w/o having to checkout everything

Added a streaming base64 encoder/decoder for use in SAX content
handlers.

This form allows you to request diffs between any two revisions of this file. For each of the two "sides" of the diff, enter a numeric revision.
