Consolidating the Deployer in leiu of the new one
-- Combined the portlet-deploy and deploy subprojects (one was ant, one was maven; now both are housed together in a single project)
-- Moved the deployment classes into the deploy subproject. This removes the portal dependency from the deployer subproject
-- Removed the deployment classes from the portal
-- Added the deployment subproject as a dependency of the portal (so in the future it can utilize it for the admin portlets instead of the old deployer).
-- Updated the testsuite, maven deployer, and ant deployer to use the new deployer
