We no longer have direct access to perl.apache.org. people.apache.org replaces
it for all release purposes, except it's on a delayed rsync from there to the
live site. Updating RELEASE instructions accordingly

restoring 471903 which was clearly committed here r468765 
I'm not sure how it was able to commit that twice -- the up-to-date check
should have failed.

I also shouldn't have committed it with the license header updates
and it also should have failed as out-of-date.

Now that they are done though, we _do_ want this here.
