Base JMS integration using ActiveMQ. When the JMS service is enabled, JAMES will run a JMS server and will allow clients to connect to it. Outline implementation for review.

This form allows you to request diffs between any two revisions of this file. For each of the two "sides" of the diff, enter a numeric revision.
