The 'release' target in common.xml now puts together source distributions (in addition to binaries). The source distribution contains the relevant bits from the top level build and the source for the taglib of interest. It is expected that the RM will suitably modify the overall build target in his/her working copy while cutting the release. This change will not affect the nightly build setups.

Improve the global build scripts to pass on key environment variables in
corresponding Ant variables.  The "build.bat" script has not been tested
yet -- that will happen in a few minutes.

The scripts will not build the "bsf" subproject unless the required JAR
files are on your classpath.  Flexibility in defining the location of
these JAR files will be added later.

The scripts will not build the "xsl" subproject unless the required JAR
files (xalan.jar and xerces.jar) are in locations defined by the XALAN_JAR
and XERCES_JAR environment variables, with defaults listed in the comments
at the top of the "build.sh" and "build.bat" scripts.

Update the README file to point at more detailed documentation (in HTML
format) in the "doc" subdirectory.

Add top-level build scripts and build.xml file that delegates all the
hard work to the build scripts for each subproject.

Update to reflect the fact that you'll need to get your own servlet.jar
file, and make it visible to the build process via the SERVLET_JAR
environment variable.
