JCS has officially been wrestled. Sorry, guys, this is going to be 
one *big* commit again.
- Re-Licensed everything according to the current ASF policy
- Reformatted headers
- Removed trailing blanks

I converted some of the configuration warnings to info logs.  If a default is used for the attributes class, we no longer log a warn.
