Adjust Win32 targets so as to build with recent commits. The main
change is to build libapreq2 as a dll now, rather than a static lib.

For Win32, changed the names of the built libraries
    libapreq.lib -> libapreq2.lib
    libapreq_cgi.lib -> libapreq2_cgi.lib.
