The perl modules were linked against the build location of libapreq2.so. That's obviously broken, so we now rebuild them during make install to link against the installed location.
Add MakeMaker options flag. Submitted by: Philip Gollucci
Swapping trunk with the multi-env branch, step 2.
*nix build system fixes: Add --with-perl-opts, to pass additional MM options to glue/perl. Clean up internal libtool/ld flags. Copy module/t/c-modules test layout to module/apache/t.

Ensure 'make clean' does not fail when glue/perl/Makefile is already gone
Use MAKE variable in glue/Makefile.am, not "make". Also skip t/cgi-bin/ from release packages.
Reorganize build macros to reduce automake prereq to v1.4. This should allow apreq2 to build from cvs on stock Debian Woody.
Bring README & INSTALL up to date
Makefile.PL cleanups to ensure --enable... args are passed correctly to configure. Also make sure perl glue gets cleaned up on 'make clean'.
Add --enable-perl-glue option.
