upgrade jsch dependency
Add support for Xalan2 Traces. PR 36670.
bump a few versions
At least on Windows I can't seem to get jspc to work with either version. Use 4.1 for now at wait until I get to my Linux box.
JSPC test doesn't seem to work with Jasper 4.1, requires servlet-api as well.
Add Jasper in order to test <jspc>
javamail is now in a maven repository (http://vafer.org/blog/20060504000836)

update jsch version in libraries to agree with doc
Move up to Xerces 2.8.1. I tried using Maven to do it, but the artifacts are out of date, inconsistent, and with dirty dependencies.
update jsch version. I'd move to xerces 2.8.0 if there was a consistent release of the api and impl artifacts, as it is 2.6.2 is the one to use.

add in script language versions
Update to latest jsch available on ibiblio, to allow the ssh optional task to be build.
This bit of complexity verifies the sha1 key of the m2 library against what is in the libraries file. Provided the ant distro is validated, this ensures that the maven library that comes down is also valid.
update of library releases
dynamic download of the maven2 lib as precursor to automatic retrieval.
repostitory fetch will pull down the maven2 library on demand.
fetch moves to maven, though no auto download of those tasks, yet.

diagnostics should list lib dir too. Refactored the constants in the launcher for better sharing. I worry about the hard coded file separator there (/), so replaced in the code, but left the constant in, in case someone was using it. Updated WHATSNEW. Added which.jar to the fetchables.
Add automatic d/l of needed JARs to user lib (default), system or optional directories. Enjoy!
