Contains any version-independent WSDL-related interfaces.  
Unclear initially what will be needed here, but with the 
longer term aim of supporting different versions of wsdl 
we will probably need some version-independent portion of 
the WSDL API to  handle a WSDL document before we have 
processed it enough to determine which version-specific 
WSDL API is needed.
