We must edit maven-xdoc.dtd in the src/dtd directory but never maven-xdoc-${currentRelease}.dtd in ${plugin.resources}/dtd.
We store maven-xdoc-${currentRelease}.dtd in the SCM to be able to re-publish them if necessary.
