Fix issue #2275: unfriendly error message when locking an already locked
file over ra_dav.

* subversion/mod_dav_svn/util.c
  (dav_svn_convert_err): Translate the svn already locked error to 423 LOCKED.

* subversion/mod_dav_svn/lock.c
  (dav_svn_get_locks, dav_svn_has_locks): Don't give a lock to the DAV
  system if we're in a LOCK request, allowing the filesystem to
  produce a better error.
