Remove instruction to bump *.pm $VERSIONs from -dev to -rc1 etc
We don't have -dev $VERSIONs to start with, and I don't think either 0.13-dev or 0.13-rc1 is a valid $VERSION number anyway. (It *is* currently that way in Apache-SizeLimit, but I don't think it's a good idea and I'd rather change that to be like this than change this to be like that.)
